Judge Tower is where I'm interested in applying this, yes, but I'm less interested in what should happen in a Judge Tower game, and more what the error is in the most technical view. But yeah, sorry. If I'm citing Judge Tower as the reason behind asking the question, and I'm aware the rules vary a lot, then I should probably have clarified the local rules.
At least in the version I know, you lose specifically if another player points out that you've made a GRV or... most GPEs. It's touch-and-go on FtMBS. Also depends on the offender in question. If noone notices your mistake except for you (after the fact) then it's fair game. Also, you failing to notice that somebody else made a mistake (including Failure to Maintain Board State) and going to move ahead isn't an offense on your part; you won't lose even if somebody else points it out. Only the person who was responsible for that permanent/card/whatever is in risk of losing.
Anyway. I feel like I'm waffling a bit. I need clarification, and I think it's my fault for laying out a confusing question.
Are ye saying that players (2,) 3, 4 should be eliminated because they missed something that should be updated, and they passed to player 5 without acknowledging it? Or because each of them failed to maintain a part of the board state that they were each responsible for maintaining? Or is it primarily or only my own responsibility to remove my own cards from the game when I lose?
In the hypothetical scenario where this isn't a Judge Tower game, and there's a big meanie-pants judge who's handing out warnings for the slightest thing they're technically allowed to, to whom could they hand out warnings if player 5 makes a judge call?

Mortlocke - "Interesting philosphy regarding your commander getting combat damage - instead of trying to sneak by, you just hit them harder." Yes, that summarizes my play style very well, lol. I am not to much for gimmicks or shenanigans...I just love a good ol' beatdown!
In terms of card draw/tutoring, ya, the Naya colors are not great at it and I could definitely add in things like Trouble in Pairs to get more draw or Smothering Tithe for arguable some of the best ramp out there, but nominally, I am not playing to much from my hand once I get Gishath out as she is tutoring creatures for me. The deck is kinda centered around having 50+ either lands, ramp, or cards I deem an accelerate like Hunting Velociraptor so pretty much every other card in the deck helps get Gishath out fast. From that point on, it is more focused on protection of my boardstate. I am running Forerunner of the Empire, Savage Order, and Congregation at Dawn for creature tutors. So they are in there but jsut not some of the classic ones you would expect. I like the flexability those provide over Worldly Tutor. Finale of Devastation is a beast of a card but since I am not running Ghalta, Primal Hunger, the card kinda loses some of its flair with this decklist. Growing Rites of Itlimoc Flip I actually dropped for Welcome to ... Flip! Very similar cards and I just like the Jurassic Park cards soooo much. Hard not to add those in!
I am working on the Gaea's Cradle! Hard to justify dropping pretty much 6 months of my monthly MTG budget on a single card but hoping some of my side hustles this summer will let me pick that up. It is not phenominal in this deck like it would be in something like Chatterfang, but it would still be more effective than some of the other lands/cards I have in the decklist!
Thanks for all the thoughts you are posting, I do greatly appreciate the questions and recommendations! It has been about 5 months since I played this deck so I need to sit down and take a look at it again and ask some of the hard questions about why I included some things and why I dropped others.

Out of curiosity, when you say hyper budget, how budget are we talking? Is there a monetary limit you're trying to stay under?
For starters, your mana ramp and card draw is incredibly limited. Especially for an aggro strategy, running out of cards in hand and mana to use is especially detrimental. You have some card selection with Akal Pakal, First Among Equals, but that can be a slow process when you're not flashing out artifacts on each turn. Some cards I might recommend:
Thought Monitor and Thoughtcast - cheat these out with affinity for easy one-time value. Prices are around $0.50 and $1.00, respectively.
Mask of Memory - equip onto a flyer or other evasive creature for consistent looting. ~$0.31
Hedron Archive - 6 mana over a couple of turns to be able to draw 2 isn't bad. ~$0.12
Aether Syphon - If you have the extra mana to pay into this, 2 mana to draw an extra card per turn is decent. ~$0.08
Transplant Theorist - loot whenever you play an artifact, plus get the ability to tuck cards back into your library to theoretically be able to replay later. ~$0.06
Coveted Jewel - 6 mana draw 3, then add 3 mana back. If you get attacked and don't have the ability to block one, sure, that opponent gets control of the jewel. However, it tends to start a minigame where people will just attack the Coveted Jewel's controller rather than you. ~$0.18

i'd recommend swapping the Evolving Wilds and Sandstone Needle for just basic mountains. lands that enter tapped will just slow you down in a mono-colored deck.
