A list I made for Talrand in EDH. It's not meant to be top tier by any means, I built more with kitchen table play in mind. That being said I didn't want it to be weak.

Basically how the deck plays is very simple, get your general out ASAP and just spam cheap draw spells and counter spells, getting card advantage, shutting down your opponents and quickly building an army of drakes to swing in. I've added a couple other win cons in order to diversify my game plan in case Talrand gets shut down for one reason or another.

Memnarch and Empress Galina can often straight up steal enemy win cons, Guile works in a similar fashion.

Jin-Gitaxias, Core Augur can completely shut down opponents while giving you huge card advantage and if you have something like Nezahal, Primal Tide you won't have to worry about discarding any of those cards either.

Docent of Perfection   is in there to help with the Talrand game plan, you know the more the merrier.

Stormtide Leviathan is in there as a huge unblockable beater in case all else fails, the Reef Worm works more or less in the same way, although I am considering removing it for another counter spell.

The rest of the creatures are just there for added utility.

As far as artifacts go the only things worth mentioning are Vedalken Shackles, what's there not to love about stealing even more stuff from your opponent, and Isochron Scepter, Counterspell on a leash? yes please.

The rest of the deck is just classic blue stuff, counters, draw, bounce, couple extra turns here and there, a few combat tricks so and so forth.

Lastly, Jace, Unraveler of Secrets and Tamiyo, the Moon Sage are mainly there for control and card advantage but getting them to ultimate is obviously really useful.
