My take on a budget Legacy Mono-Blue Delver Deck.

If you're looking for a deck with an upgrade path, this is certainly it! The only things driving up the price of the competitive version of this deck is a playset of Force of Will instead of the Counterspell, two Force of Negation and two Stifle instead of Subtlety and around 8 fetchlands for that Brainstorm shuffle effect.
