Ninjutsu is such a great effect, and it's a SHAME that it's only found in a handful of cards in the Kamigawa block. Alas, I am determined to make a decent, budget deck out of it!

This deck is about low cost 0 power creatures that won't be blocked because...why bother, right? Well what I love about this deck is that the game turns around: most turns I attack to start the turn after untapping and drawing. Then, based on my opponents blocking, I move around my creatures with powerful creatures from my hand that do damage instantly and have effects. Then with 0 drop Ornithopter or Phyrexian Walker and they fall right back on the field, ready to attack next turn for the next Ninjutsu card.

The deck focuses around Higure, The Still Wind, and Ink-Eyes, Servant of Oni, with some help from Sakashima's Student as a novelty card I wanted in the deck.
