trying to build a budget commander deck. mono black. total deck cost <$200 with no individual card >$10. Trying out a discard focus with Tourach to boost its power for that 21 damage win. IDk. Any Suggestions?

EDIT: I had this deck at 72% competitive and after some tweaks it dropped to 39%... I guess I need more help than i thought. smh. Now I'm just making a ridiculous maybeboard and making adjustments to try and get the rating back up

EDIT EDIT: it went back up to 72% when I replaced some cards with "cycling" text with cards that have "discard" text. I'm still confused as to why it dropped in the first place.

EDIT III:1/21/23- Today was the deadline for submitting my decklist for the Comp. It's not nearly as good as I know it could be, but this is the final version for now. Once the competition is over I plan on editing it with more valuable and powerful cards like Tergrid, God of Fright  , Waste Not, etc. This deck will continue to evolve so any additional card suggestions or helpful tips are always welcome!
