I'm trying to build "superbudget" decks with a value of 10 USD or less. They may not be tournament winners, but they're a good introduction to the game and very affordable. This one is a no-frills UR counterburn: stop them from casting spells and light them on fire.

To start upgrading this deck, I would look at Lightning Bolt--the best burn spell since day 1, literally. It's been a constant since the first set, Alpha Edition.
