Based around Waste Not. Instead of fusing discard and devotion with the inclusion of Gary and whatnot, I decided to try to go with a lower mana curve and to get this slow deck rolling a bit faster. Without the requirements of the devotion backbone, I included blue to get the Disciple of Deceit tutoring out the right cards, and for some additional hand control/discard options.
Master of the Feast keeps the opponents picking up cards to be discarded, and Fate Unraveler makes them pay for it. Lots of entertaining shenanigans available ie. turn 4 sac of Master of the Feast for hand discard on the other side using Tormented Thoughts if you side that in. Remember the combination of Void Snare and Mind Rot/Rakshasa's Secret for a different kind of creature removal. Liliana Vess from M15 would be a good addition with her discard +1 but I don't currently have one :/ I've tried a bunch of the cards in the maybeboard in this deck but not many are complete writeoffs if you'd prefer them.
One KTK change is Murderous Cut for Hero's Downfall, because I've found it effective and because it's cheaper than the Downfall... and this is a budget deck to a certain extent :)
How it works:
The idea is to get Waste Not out on turn two and keep the opponent discarding.
Thoughtseize/
Despise
for turn 1 disruption and figuring out your opponent's plan, and for post-Waste Not selective discard.
Mind Rot

Rakshasa's Secret
interact well with Waste Not.
Sign in Blood
can be card draw, or as a tool for damage/putting cards in the opponents hand to discard.
Void Snare

Voyage's End
to bounce something back which can then be discarded.
Master of the Feast keeps cards in the opponents hand to be discarded, and Fate Unraveler punishes them for it.
Siren of the Silent Song is an evasive discard weapon.
Disciple of Deceit helps you to get the right cards, and works well since most of the deck is 2-3 mana.
