This is my take on Nekusar, the Mindrazer. Many of the similar cards in most builds including draw/discard damage and utilizing wheels for massive damage. The addition of the Locus God is there for creating a board presence. Although this deck does not rely on attack, it lacks in blocking creatures. When this deck gets going, it can wipe the board and win out of nowhere. The breakdown works like this

Damage: Utilizing cards like Nekusar, the Mindrazer, Phyrexian Tyranny, Underworld Dreams and others to deal damage whenever our opponents draw cards. Niv-Mizzet, the Firemind deals damage to our opponents whenever we draw a card. We also want to ping our opponents when they discard so Liliana's Caress and Megrim help in getting the best value from wheels. Any one of these out will start the process and having more than one out can win the game in a turn.

Wheels: Whispering Madness, Wheel and Deal, Magus of the Wheel, and others generate our engine for damage.

Protection: Dissipation Field + Propaganda Are there to slow down the attack after we create a lot of hate on the table.Cyclonic Rift + Evacuation are there to wipe the board of any imminent threats.

Win Con: Forced Fruition, Price of Knowledge along with Damnable Pact are all used to finish the game. Your Opponent wont know what to do, play a spell and take damage or pass and discard and take damage.

We all want to draw and see more of our decks. Nekusar makes that an option to see what we can do with all the cards we draw, but it all comes at a price. Any help or ideas are welcomed. I know I'm missing cards like Wheel of Fortune but that's a given and will be added when I can justify spending the money on it.
