Aegar was an initially overlooked commander for me. I built Veyran, Voice of Duality earlier the other year when getting back into commander. Sadly, the deck was super slow the way I built it, and I was in the market for a new Izzet commander.

I was facing a couple people at one of the LGSes I frequent at had an Aegar deck and it went off. It was amazing to see, and I was inspired to build one of my own.

This deck is built around burn spells to dome opponents' creatures and draw a ton of cards with my commander. I feel like this is the most Izzet a deck can get.

This deck is NOT dedicated giant or wizard tribal, but a good amount of the creatures are giants or wizards.

Dome Them!

Burn spells are incredibly important to draw off of Aegar. Almost all the board wipes are damage-based to maximize draw off of Aegar.

(Un)evening the Odds

Breaking parity with board wipes is important, hence why Darksteel Plate and Magebane Armor are important. I'm debating on including the pro-red swords, to protect Aegar further, but space is tight for such expensive cards unfortunately.

No Creatures, No Problem

This strategy is reliant on opponents having creatures, so why not give opponents creatures? Forbidden Orchard provides a consistent body for opponents. Ravenform and Reality Shift get past indestructible and leave behind a small body. Swan Song is a counterspell that leaves behind a body for opponents.

This deck is able to spin its wheels extremely well, but unfortunately there aren't many outright ways to win, at the moment. Resolving Mizzix's Mastery will do a ton of work, and Comet Storm is a decent mana sink, and can be copied to deal a bunch of damage to opponents. Toralf, God of Fury   combined with board wipes is a risky, but easy way to win. This deck enjoys Repercussion effects, but it's just a matter of finding cuts for the cards.

This deck is a very easy deck to build on a budget! Damage-based single-target removal is super cheap, along with most of the other staples. Lands are another easy cut as well, as the mana base does not have to be perfect. I also am foiling out this deck, so some cards will most likely be a tad more expensive than others.
