Your deck is good because its annoying. Its annoyance is 1 dimensional though, i either bounce or tap your things. I have upgraded that by including more.

Know that my recommendations have caveats MAIN- meat and potatoes SIDE- last min thoughts or rec that stand out over the maybeboard and likely have a direct use in your deck. MAYBOARD- you get to see some of the tame stuff from my "only world wrecking cards" among other cards you may find interesting.

talking about your MAIN board, here are your numbers they are likely off a bit but should serve as a starter: RAMP 9 DRAW 19 FIELD WIPE-ish nev disk, whelming wave. aetherize, steel hellkite TAP creatures 19 BOUNCE creaures to hand 13 STEAL something 11

DECK CONCEPT: Unblockable creatures whittling your opponents down, most drawing you cards so that you can play more of them. A self-fufilling prophecy, your creatures will draw you cards which contain more creatures that draw you cards, this is a good design w/ good growth potential. But you are weak to creature wipes and burn spells, so I have thrown in a couple extra ways to make tetsuko have SHROWD and ability to bounce your own things or counterspell.

RAMP: I included ramp despite your lower CMC just so that you can be more explosive. Check out your lands, I added a couple extra of lands because some of them aren't really lands, but instead are "0 cost mana ramp" like Saprazzan Cove. Things like Temple of the False God provide a ramp by gaining 2 mana per 1 land drop. Memnarch, steal other people's artifacts or make things into artifacts and steal w/e you want.

DRAW: Your draw is freaking epic. Maybe too much so, I will play test once you get it down to about 105 cards. you draw cards w/ your creatures and things like Bident of Thassa can double that, Thought Reflection will double that again, Tomorrow, Azami's Familiar will let you essentially scry 3 and draw. If you have one creature attack and draw a card, it will instead draw 4, each of those 4 cards you will do Tomorrow, Azami's Familiar. Among other draws.

TARGETED REMOVAL You tap things and don't let them untap. You had an improved tap called Encrust which is a superior tap spell. Should this just not be effective Dismiss into Dream will let you kill those creatures instead w/ your spells. Again, not effective? maybe they are indestructible, just steal them. See swap mechanics. There are a few temp taps like Hands of Binding or Guardian of Tazeem because its repeatable.

SWAP MECHANICS Control Magic and Fool's Demise is great, but specific to creatures. I have included spells like Confiscate so if that artifact or enchantment is giving you issues, you can "targeted" removal it, by making it yours. Another example includes In Bolas's Clutches. Puca's Mischief may likely get removed, but will be fun to swap your opponents creature that you already stole w/ one that doesn't require an enchantment like Confiscate to exist. Callous Oppressor is one possession card that you may have not seen yet. Followed Footsteps and Stolen Identity can be effective and fun way to copy someone's commander and you may consider more copy effects like Clone or Cryptoplasm just to increase your unpredictability/flexibility. Juxtapose is in your sideboard but would be fun to swap your highest cost cmc creature...2? 3? with someone's vicious creature of doom.

PROTECTION You steal big butt creatures that can act as repeated blockers instead of your 1/1 creatures while weakening your opponents. Other protective measures include providing blockers at instant speed or having disposable creatures that are meant to die. Hope of Ghirapur, Illusory Ambusher Impaler Shrike, Surveilling Sprite are all good examples of trickery and many are at instant speed. An unpredictable blue deck inspires fear, nobody wants to attack the person who can spend 1 mana and bounce or perma tap their best creature. Wall of Frost and Dissipation Field provide a good reason not to attack you. While they make people not want to attack you Curse of Verbosity makes them want to attack other people, Bident of Thassa can force action. thopter spynetwork if you increase your potential have artifacts then keep it in the deck and enjoy those 1/1 flying blockers. Frozen AEther nothing else to say there. Your counterspells, Polymorphist's Jest, Icy Blast, Gridlock, and AEtherize will all prove useful.

LANDS Cards like Myriad Landscape and Sand Silos are your ramp, by providing mana that you wouldn't have. As I mentioned, Sand Silos was added in addition to the needed land as to not weaken your mana base. Moonring Island is just something fun, you can decide how to play your turn based on what you see w/ this card. Rogue's Passage can be done at instant speed, to any target. So if you don't like someone, let that 20/20 become unblockable. Terrain Generator will let you play two lands a turn, at a cost of 3 mana (2 plus the terrain generator itself). This is the same cost as most artifacts that tap for mana, but this is repeatable and lands are harder to destroy.
