The point of this deck is to control the board faster than your opponent. There are a lot of combos that can be played off and I've won by milling or dealing damage. It's probably not very competitive, but it's really fun surprising/frustrating your opponent. I've won comboing off on turn 4 a few times. It's a great deck that can combo quickly or control the board and slowly ping your opponent.
The Discard Stuff:
Liliana's Caress 2 damage every time your opponent discards. Gets through leylines.
Waste Not Great combo piece after you get discard triggers. Get mana, blockers, and even card draw.
Discard Enablers:
Burning Inquiry Draw 3, discard 3. Even if you opponents hand is empty.
Dark Deal Great combo piece to play after you get some free mana from Waste Not. Also good to clear out your bad hands.
Jace's Archivist Fun little card that allows both of you to discard your whole hand.
Geier Reach Sanitarium Land that lets you cycle out cards you dont need
Protecting the Combo:
Spell Pierce Cheap counter to stop early game shenanigans as you try to get a waste not or a Liliana in play.
Mana Leak Same as Spell pierce except I can cast on all targets.
All Purpose Helper:
Treasure Hunt It's a nice card that lets you get through all those pesky lands to find useful cards.
Controlling the Board State:
Fatal Push Knock out some pesky early game threats.
Lightning Bolt Damage to the face as a finisher or take out a creature.
Sideboard:
Sphinx's Tutelage I'll run these if I'm playing a deck with few if any creatures.
Disperse Protect your stuff and bounce it before its removed or bounce their stuff.
Virulent Plague Stop Token decks before they get started.
Ensnaring Bridge Great for stopping the pump/counter decks. It's pricey, so you can take this out to be in budget.
Damping Matrix Mostly use this against green decks.
Leyline of the Void All purpose graveyard hate.
Spell Pierce An extra copy in case you end up on a control match-up.
Notes:
Other than the Ensnaring Bridge in the sideboard, this deck is about $100. You can spend some money and get Liliana of the Veil and Thoughtseize for upgrades.
