This a Blue Black Commander deck for Anna; There are a lot of enter the battlefield effects and token creators. When these get bounced they should have added effects. For the most part you shouldn't be doing much until vela is out. Just ramp with the Mana artifacts and play your enter the battlefield creatures until Vela is out then you can start with the counter control "flicker" effects. Try to have an extra mana or two available when casting Vela to protect her from control magics. This deck wins slowly. You just screw around with bounce and flicker effects pin pricking your opponent each time until they hemorrhage all their resources. This is how Blue/Black decks win.
