Like drawing cards? This deck is for you. This deck is all about effects that have to deal with card draw.

The main win conditions- Niv-Mizzet, the Firemind, Sphinx's Tutelage, Drift of Phantasms (for sphinx's tutelage), Psychosis Crawler, and Chasm Skulker even has a chance of taking the game.

The main players- Runic Repetition + Mystic Retrieval to cast loads of spells, netting one from your graveyard every time, drawing spells with Arjun - well, it WOULD work that way if you didn't have to bottom Runic Repitition when it's in your hand at the same time as Mystic Retrieval, but it kinda works?

Other Notables- Cheap draw spells, buyback, and flashback to proc Arjun as often as possible for when you just have to draw a million cards. Melek, Izzet Paragon and Future Sight to cast spells without using the cards in your hand to draw more spells per turn. Crystal Shard & Etherium-Horn Sorcerer (Cascading into a Counterspell sucks but worth the risk imo) allows casting spells without lowering the number of spells in hand, and Crystal Shard may serve as a cheap way of tucking an opponent's creature if a Winds of Change type effect is in hand/on the board, and works really well with an evoked Mulldrifter, and finally, serves to protect Arjun in a pinch. Curiosity & Niv-Mizzet, the Firemind is an infinite combo to draw in to, and this deck can dig pretty fiercely so I expect combos to be hit fairly consistently.

About the budget--I've been making EDH decks as birthday presents for my friends for a while now. The goal is to keep the deck around $40 at time of creation, using only cards I have currently in my collection. Sometimes I go over, sometimes I go under, but never by any extreme amount. The maybe board of this deck is a list of cards I recommend the birthday boy/girl gets to replace other, less impactful cards in the deck--they're more expensive cards & cards I just don't have in my collection.
