This deck is a test to see if I can manage to create a playable mono-blue Blind Seer (Urza as a Commander! Yay!) deck. The two mechanics it revolves around would be Color and Library manipulation, with a strong fortune telling and future seeing theme.

This is to be a pretty budget deck for the most part, and I'd love to make the most of cards like Counterbalance and Douse. I'd also like to include and use Pyxis of Pandemonium when Theros hits.

After the spoil of Flamespeaker Adept, I strongly hope mono-blue will receive a card that makes good use of Scry enabling it as a possible win condition.

As of now, I built it in a very comboish manner, aiming to get Laboratory Maniac out, get rid of my library and draw. Plus a huge suit of counterspells to protect the play. But I figure those will go as other possible plays are proposed.
