This is fun casual deck. Well, fun for me anyways if not for my friends.

The focus of the deck is to take advantage of forced color change to everything in play or as it comes into play. The emphasis then being on filling the battlefield with color protected creatures and using targeted color change to counter incoming spells. The key color changing cards are Blind Seer and Shifting Sky. These let you manipulate the colors of cards in play or as they come into play. Then they are followed by Douse and Flash Flood which will then punish the color changed targets. Lastly, The deck is populated with creatures like Skylasher and Scryb Ranger who have protection from blue. By manipulating other creature's colors you can make your own creatures unblockable or safe from harm.

So to play the deck all you do is drop a Shifting Sky calling Blue. This then makes all permanents that are not land Blue. Which makes many of your creatures very dangerous and hard to remove. Then once you have a copy of Douse in play you selectively use Blind Seer to make incoming spells Red long enough to counter them. This would then give you a great deal of control over the board state and hopefully allow you to run your enemies over with your creatures.

Card Breakdown:

Blind Seer: A key component of the deck. This card lets you selectively color change spells and permanents and then either countering them directly with Douse or ignoring their effects if targeting your protection creatures.
Caustic Caterpillar: A little bug that helps keep things from interfering with your game plan. It's a good rattlesnake type card that can draw hate away from your other more important cards or even be used to get rid of cards endangering your win condition. Actually a little weak given the control plan of the deck. Looking for options to replace them with.
Enclave Cryptologist: A good source of card advantage. Gets out early and not too hard to level up.
Mistcutter Hydra: Can't be countered and protection from blue. Land this guy with 4-5 counters and your opponents will succumb quickly to the beatdown. Hopefully Shifting Sky is making it unblockable. The finisher for the deck.
Scryb Ranger: Flash, Flying and Protection from blue. All excellent qualities in a 2 mana drop. Then, Once per turn you can untap another target creature. Very useful if you have either an Enclave Cryptologist or Vodalian Mystic on the table. Or to surprise block with a creature who was tapped when your enemy declared their attack.
Skylasher: Flash, Reach and Protection from blue. Also a 2 mana drop. Great card.
Vodalian Mystic: Another form of Blind Seer. Not quite as powerful but non-legendary so you can get more on a table. Good when you are in multiplayer and may need to manipulate more than 1 or 2 cards before it makes it back to your turn.

The other Spells:

Flash Flood: Backup for Douse at instant speed from your hand. After using your Blind Seer to make a permanent red you then kill it with this card.
Glimmer of Genius: Lets you get potentially 4 deep into your library. A great way to restore you hand or help through a stall.
Douse: Works in tandem with the Blind Seer in this deck. Use the Seer to make the spell red, then just put it out with Douse. At this point the game should just be a lock waiting for a pro blue finisher to pound out their life total.
Shifting Sky: The main source of protection and evasion for your whole army. Drop this naming and then see your opponent's consternation once they realize your creatures cannot be blocked or take damage from any sources in play. Once this is online with your Blind Seer and Douse they are finished.
