WORK IN PROGRESS

I just want to fill this deck with cards that are undeniably good (never having a dead card) and also having the cards culminate to just being a very hard to play against type of deck. I am not looking for a specific win condition(s) other than winning itself. I want every card to feel like a tool to getting closer to victory. I want to have some mana sinks so mana can always be utilized (hopefully), and I want every creature to feel like it needs to be removed or dealt with if left on the field (so most/if not all will have mana or triggered abilities of some sort, or if x happens then x will happen). I want the deck to be {B}{G}{U} Sultai as I feel these colors give me access to be the punishing deck I want this to be. I want the deck to not necessarily care what type of deck it is playing against to win. I want people who play against this deck and think, "man that was brutal". cards that give me inspiration for this idea are: Torment of Hailfire , Painful Quandary , Omniscience , Torment of Scarabs , Vorinclex, Voice of Hunger , Expropriate , Smokestack , Rhystic Study ,
