A budget Jhoira, Weatherlight Captain list I put together to be able to compete at cEDH tables.

The game plan here is to assemble an infinite mana combo one of three ways:

1. Isochron Scepter + Dramatic Reversal + mana rocks
2. Mercurial Pretender + Peregrine Drake
3. Ashnod's Altar + any two of Myr Retriever, Junk Diver, or Workshop Assistant + Etherium Sculptor or Foundry Inspector

If we assemble the third combo, we can add our commander into the mix to draw our entire deck.

To go along with our three infinite mana combos, we also play three single card win conditions:

1. Walking Ballista
2. Aetherflux Reservoir
3. Welder Automaton

These win conditions work because Ballista and Automaton are both infinite mana sinks. Automaton does require red mana, however, so you need a mana rock that produces red if using the Dramatic Scepter combo and does not work with the Junk Diver combo. All three combos also generate infinite storm making Reservoir active.
