I'm finally dabbling in blue for EDH. I preordered the Gavi precon for C20. My goal was to do less than $100 dollars in budget upgrades to the base deck, and then tweak from there. Currently, these updates stand about $80 total. I used a couple of different YouTube videos and EDHRec to come up with this decklist & maybeboard.

I would love any and all suggestions for further tweaks, especially if you think there are good substitutions in the Maybeboard.

Here's what I've cut from the Precon Decklist...

Cuts:
Impetus (gets special hate) - Martial Impetus, Psychic Impetus, and Shiny Impetus because screw the Impetus cards, lol.
Creatures - Agitator Ant, Portal Mage, Cryptic Trilobite, Savai Thundermane, Akim, the Soaring Wind, Brallin, Skyshark Rider  , Shabraz, the Skyshark, Rooting Moloch, Isperia, Supreme Judge, Niv-Mizzet, the Firemind, Psychosis Crawler, Spellpyre Phoenix, and Sun Titan. I might end up adding Niv-Mizzet, the Firemind and/or Psychosis Crawler back in, but we'll see how it playtests without them first.
Artifacts - Bonder's Ornament.
Spells - Zenith Flare, Windfall, Descend upon the Sinful, Neutralize, Hoofprints of the Stag.
Lands - Temple of the False God, Boros Garrison, Azorius Chancery, Izzet Boilerworks, Hostile Desert, Drifting Meadow, 2 Mountain, 1 Plains, and 1 Island.

Adds:
Creatures - Yidaro, Wandering Monster, Laboratory Maniac, Tribute Mage, Toothy, Imaginary Friend, Idyllic Tutor, Cloudblazer, Dream Trawler, Nezahal, Primal Tide, Wall of Omens, Ephara, God of the Polis, Aven Wind Guide, Cloud of Faeries and Mulldrifter.
Spells - Astral Slide, Sacred Excavation, Forsake the Worldly, Shredded Sails, Deem Worthy, Rebuild, Thought Reflection.

For other fun cards I think are worth considering as high value pieces:
1) Bag of Holding - given the nature of cycling, this means I could bring back a substantial amount of cycling cards.
2) Astral Slide & Astral Drift because flicker is spicy, and cycling with either of these out could be very spicy indeed.
3) Tectonic Reformation - wanna make every land in a mana flood a cycling land? Boom!
4) Ominous Seas - depending on what else I have going, I could pop this in anywhere between 1-3 turns.
5) Drake Haven - making flying 2/2 drakes for 1 is great value, especially when you consider how many cards I might be cycling a turn.
6) Alhammarret's Archive - moar card draw! Let's just make all the card draw amazing!

As far as hunting for possible win-cons, I'm thinking of a few things:
- Aven Wind Guide - makes my (hopeful) army of token dinosaur cats FLYING dinosaur cats. Swing in with a legion of fliers ftw.
- New Perspectives + The Locust God + Tectonic Reformation + Reliquary Tower/Nezahal, Primal Tide = game.
- Laboratory Maniac is in the deck as a fail-safe against mill (from either myself or opponents).

Time to discuss the Maybeboard...
- I'm planning on cutting Spirit Cairn. I'm not thrilled with its efficiency and don't think it has as much value as some of my other token generators. I think Shark Typhoon might be a better fit, since it's cycle-able, castable from the graveyard for value, and would produce flying sharks!
- In the few games I've played, losing enchantments and artifacts to board wipes can really be a problem for this deck. Dance of the Manse, Auramancer, or Hanna, Ship's Navigator would help recur those losses.
- Protecting Gavi, Nest Warden seems necessary, hence why adding Lightning Greaves and/or Mage's Guile might be prudent.
- Counterspell options to add would be Countervailing Winds, Miscalculation, and Complicate.
- Mirrormade could possibly get me even more value out of cards like Alhammarret's Archive or Drake Haven.
- Approach of the Second Sun is another possible hidden win-con because I cycle through my deck so fast.

Cards I'm considering for possible non-budget friendly upgrades...
- Decree of Silence or Decree of Annihilation (hesitant because it's pretty much the ultimate feels bad).
- I might also see if I can get a Godzilla, Doom Inevitable to sub for Yidaro, Wandering Monster because kaiju are freaking cool.
- Eventually replacing Idyllic Tutor with an Enlightened Tutor.
- Mana Echoes goes nicely with Drake Haven, The Locust God and Gavi, Nest Warden.
- Cyclonic Rift because blue board wipe is blue board wipe.
