I play magic with a large group of friends, and we recently decided to make and play with budget decks so that everyone can compete, and people can have a variety of decks as opposed to 1 or maybe 2 expensive ones. We decided on a $10 limit for rares and you can use any commons/uncommons.

This deck is a b/g deck meant to get out Phylactery Lich or Vampire nighthawk and beefing them up with scavenge. I know this deck needs a lot of work and I'm looking for suggestions of how to get it to flow better. I decided to build this deck because I always liked the uniqueness of Phylactery Lich, and it being a $0.20 card and all, I figured it would work perfect for a budget deck.

I am using trestle troll and Axebane Guardian for a budget mana ramp to get off more scavenge. Also using Golgari Keyrunes since I need the artifacts anyways for Lich. Definitely up for any suggestions for replacing these, or any other cards to make this deck play better. It's winning quite a bit against the other budget decks but i know it could be a lot better.

It's currently standard, but I wouldn't mind making it modern if anyone has any suggestions that take the deck in that direction.
