A cheap deck, using the ecklament's Spell Counter as a base and keeping cards I feel would be most effective, Thassa, God of the Sea, Master of Waves, Jace, Architect of Thought and working around it with the idea behind using targetted spells and Battlewise Hoplite .

I focused on keeping around all blue permanents for the devotion cards and only adding in Commons and Uncommons into deck because those are easy to find and easy to afford especially in a short time frame. I feel the deck is equal parts control and aggro in a way where it should work well together utilizing heroics and enchantments as the basis. Instant targetted spells are there for tricks to throw opponent offguard and they each come with Scry allowing you to hopefully set yourself up better in subsequent turns.

Added a cheap sideboard set to be competitive against current meta, ideally. Rootborn Defense and Negate vs Control decks, if you need more creatures, you can include the 6 bestow cards which can double up as enchantments if given the opportunity. Last Breath helps eliminate a lot of key creatures that sit on 2 power like Master of Waves, Banisher Priest, Prophet of Kruphix, and can also be used to slow down aggro decks if you are finding them hard to manage.
