This is an all-in combo-beatdown deck built around Sram, Senior Edificer.
With a Sram and a cost reducing effect, all of the 20 pieces of janky equipent we're running suddenly cost 0 and draw cards, letting us spew them onto the battlefield. With all the cards we're drawing, we should draw into a Karn and enough lands to play him. Next turn, we can slam Karn, tick down to make huge constructs, and start equipping up our creatures and attacking. Once we're here, our creatures should be more powerful than anything our opponent is doing.
(We can't really use Aetherflux Reservoir because we need to cast it before we combo off, which often isn't something we can do).
Getting there is the hard part, as this isn't a super consistent deck. Board the Weatherlight helps a lot, being able to find all the nonland cards in our deck, but we can only run 4 copies, and there really isn't anything else available to mono-white. Mulligan frequently. Any hand without Sram or Board the Weatherlight should be mulliganed, as Sram is the combo piece we're the most unlikely to draw. Theoretically we can win by beating down with Danitha Capashen or Foundry Inspector and lots of equipment, but most decks will be doing things much more powerful than this.
Keep in mind the interaction betwen Inventor's Goggles and Sram - a t1 Goggles into t2 Sram protects him from most red removal. However, if you don't have this, be EXTREMELY careful with your Sram - you probably won't draw another one.
Sideboard guide:
Fragmentize comes in against enchantment-based removal and other problem permanents. Sacred Cat comes in against aggro. Sheltering Light and Treasure Map come in for controlling matchups to help you force your combo through.
