Is sultai any better for a madness/cycling deck?

Possibly not competitive but looking into trying some of the interactions with noose constrictor.

Early version not fully thought out the sideboard or if this is good enough main deck.

Help appreciated on any obvious exclusions or ways to combat top decks in the format
