This is a memey deck. Creatureless Talrand, the Sky Summoner. You need to get him on the board, and protect him (via Counterspells, or bounce to hand) to make an army of 2/2 Drakes.

You can hopefully win with beat downs from an army of the 2/2 Drakes, or use Metallurgic Summonings to make an army of Artifact Constructs. Coat of Arms can help pump those suckers up too.

Or you can eventually use Proteus Staff targeting a Drake, you will then be able to re-organize your library in ANY ORDER, and you can assemble some sort of infinite combo from there.

Using Dramatic Reversal + Isochron Scepter you can make infinite Drakes or infinite mana (if you have enough Mana Rocks out). You can use Altar of the Brood to mill with the Drake triggers, use an extra turn spell like Time Warp to then attack with that army, or use the infinite mana with say Blue Sun's Zenith + Jace, Wielder of Mysteries to win.
