Pretty much just The Locust God doing Locust God things - casting a decent amount of spells, drawing lots of cards, and choking the skies with millions of chittering, swarming bugs, ready to eat through the Hekma and your opponents alike.

More specifically, this is a "budget-friendly" wheel and card draw deck, with the objective being to draw into who-knows-what and turn that into a bug swarm. Of course, there are better commanders for this - Nekusar and Niv-Mizzet both skip straight to the pain without worrying agout prison effects, but The Locust God gives you the joy of acting out your own Shub-Niggurathian thousand young scenario, which is less efficient, but (in my opinion) hella fun, plus opening opportunities to combo with Skullclamp for many nibblers, Opposition to lock down the board, and Kindred Discovery to draw into places where no-one has drawn before (except if you've ever resolved an Enter the Infinite).
