The title says it all. This was a challenge issued out by a buddy of mine. Build the best deck you can for under 10 dollars. I think monoblack has a lot of strong cards for cheap, so that's the route I'm taking. Price is based on TCG low, since the cards are in abundant supply mostly from Happy Viking Games. Price also does not include basic lands.
