My favourite color is Blue, and I've been a while thinking "Hey! Devotion to blue has been very popular lately", so I've decided to create my own version of the Blue Devotion Deck.
Since blue is a machine of library control, I've decided to make it focus on draw and scry.
The draws:
Dakra Mystic
Great card to see take a step into the future (as blue always does) and see if it's better to draw or discard on both sides of the table.
Fate Foretold
Great synergy with
Mindreaver
adding the draw effect, also a good thing to get something from the creatures known to be killed.
Military Intelligence provides constant draws and synergy with Ordeal of Thassa on
Chasm Skulker
.
Ordeal of Thassa Pumps the skulkerlike hell.
Dictate of Kruphix
Since it has flash it allows me to see if I have to counter your spells and wait another turn before casting it.
Bident of Thassa Grants draw when we hit with our unblockable or flyers, and provides future free of blockers combat phases for us.
The Scries:
Thassa, God of the Sea: Gives us a heads up on the upkeep draw.
Dissolve
Counter + scry for 3, decent.
Prognostic Sphinx
Scries 3 when attacking.
The protection spells, alongside of

we have:
Swan Song Counter for 1 CMC. Neat.
Triton Tactics Grants blockers, slows down opponents, triggers
Mindreaver

Thassa's Rebuff Counter for X, where X is A LOT, for 1U, best counter of the deck.
Then we have the critters:
Dakra Mystic
will be our Oracle, it will define the speed of our match.
Mindreaver
Hell yeah, provides devotion, hates libraries and counters for 2. Love it..
Chasm Skulker
This is the PIMP. He will grow bigger and bigger as the turns go by and if anyone removes him we will flood the battlefield with tokens.
Thassa, God of the Sea As said before, she will gives us a heads up on what's to come every turn, but that's not all: She's indestructible, she's 5/5, she grants success to our attacks, she'll become a creature.
Master of Waves Floods the battlefield with 2/1 tokens.
Prognostic Sphinx
The ultimate creature of the deck. It Flies, it scries, it gains hexproof. The most versatile creature and, most likely, the finisher of the deck.
The lands:
Well in addition to the 17 Island we have 3x Nykthos, Shrine to Nyx to blow up our mana pool. I'm considering getting Mutavault for the period of time that M14 and M15 will share on standard, but I don't know if it's gonna be worth it.
The Sideboard:
Encrust
Get rid of pesky artifacts and creatures.
Gainsay
Say goodbye to other blue decks.
Into the Void
More removal.
Nullify
Protection for decks with heavy enchantment creatures/bestow.
Wall of Frost Battlefield Lockdown.
