Maybeboard

Tcgmid price for the deck is about $320. From tcgplayer you could build this deck for under $275 no sweat if you're okay with MP cards. If you're savvy with facebook mtg buying / selling groups, you can build this for $225. When the tcgmid price was $350, using a combination of the facebook SICK deals page and tcgplayer I found all the cards in this deck for $245, with everything MP or better but almost everything NM/LP. Given the tcgmid price has dropped, I think I can do it for $225 or less.

Green midrange needs Tarmogoyf. Blue needs Snapcaster. Black probably needs Liliana or Dark Confidant. The solution? RW Midrange. Turbo Boardwipes, with Angel Tribal or Kiki-Jiki combo to finish games.

I did this when the deck was more expensive. In its current form, it'd likely be ~$225.
  • 4x Clifftop Retreat: from tcgplayer, all for under $1.40
  • 4x Field of Ruin: from tcgplayer, 1x for $2.22, 3x for $3.20
  • 2x Rugged Prarie: 1 from facebook for $3, the other from tcgplayer for $3.90
  • 3x Blood Moon: all from facebook for $16 each
  • 2x Nahiri: 2 from facebook for $5 each, the 3rd off tcgplayer for $5.22
  • 2x Kiki-Jiki: facebook for $6.25 each
  • 2x Lyra: facebook for $8 each
  • 4x Restoration Angel: facebook for $1.50 each
  • 4x Wall of Omens: 2 from facebook for $1.50 each, 2 from tcgplayer for $1.82 each
  • 4x Lightning Bolt: 4 from facebook for $2.10 each
  • 2x Lightning Helix: tcgplayer for $1.70 each
  • 4x Path to Exile: facebook for $6 each
  • 4x Anger of the Gods: facebook for $1 each
  • 2x Day of Judgment: tcgplayer for $2 each
  • 2x Wrath of God: tcgplayer for $5 each including shipping
  • 4x Damping Sphere: tcgplayer, 2x for $1.20, 2x for $1.42
  • 4x Goblin Rabblemaster: facebook, $8.50 for 3 and $2 for the 4th
  • 3x Stony Silence: facebook, $5 each
  • 4x Thalia, guardian of Thraben: facebook, $30 for the set

This totaled out to $245.39 (tcgplayer cart including shipping plus the facebook prices). Shipping for the facebook cards would probably add a little bit more cost, and no guarantees those facebook deals are still available. At the same time, if you made a 'want to buy' post on facebook, you could get those tcgplayer cards for cheaper. I am confident you can build this deck for $250, possibly even less. Not bad if you want to wreck humans players all night long.

If you want to build this deck but are wary about the legitimacy of facebook sellers, let me know and I can help you out. If you trust me, then I'll take the risk with facebook, buy the cards you want, and then sell them to you for the same price, and if I get screwed by a facebook seller I'll take the hit.

Against the meta

If you like a very favorable matchup against Humans, the standard deck in the format, then this deck could be for you. Boardwipes are brutal against many of the top decks these days, such as the aforementioned Humans, but also Hollow One, Bridgevine, Affinity, Bant Spirits, and Mardu Pyromancer.

As for the rest of the meta, UW and Jeskai Control will beat this deck all day long. But this deck doesn't exist to beat Control decks. Blue is oppressed in modern by Cavern of Souls. This deck exists to punish the oppressors and give back to the blue mages because they deserve it. This is a Jeskai deck whose blue has burned away. All that remains is an angry righteous vengeance. We crusade to slaughter those on the path of Cavern of Souls, for the gods empower us with their anger and their wrath.

Resto + Kiki-Jiki gives this deck a way to beat Tron in game 1. If they can sit on an Oblivion Stone + 5 open mana or hold a Dismember in hand then they probably win. Post-board slam a Damping Sphere turn 2 or Blood Moon turn 3 and chip away their life while they fail to make 7 mana with tron. Stony Silence is especially good because it prevents them from activating Oblivion Stone, which is probably their best card in this matchup. Turning off the Eggs is also nice.

Jund is a tough matchup. An early resolved Liliana of the Veil is probably game over against this deck. It's very very hard to beat. I think the only option, other than O-ring, is to use 2 burn spells or 1 burn spell + an EOT Resto, but only if they can't kill the Resto. They don't fare well against turbo-boardwipes, but they still have those Lilianas and enough removal to keep the angel tribal from doing too much.

I don't know how this fares against KCI or Burn or Storm or Infect. I suspect poorly on all accounts, at least in game 1.

If this loses consistently to KCI, whatever. Get that Ancient Stirrings ban to happen. I don't care about KCI, but I want Tron to be neutered by a banning. Not because it needs to happen, but because I'm angsty about how I never beat Tron ever.

I don't know if this can beat a Primeval Titan deck. They seem like very bad matchups. Either they have Valakut, the Molten Pinnacle, which we can't interact with very well (except for with blood moon), or they play land destruction, which keeps us from playing anything good.

But my god those creature matchups are so good. Make those stupid pigs die.

Improvements

If you take this off budget, the first thing I'd do is upgrade the manabase. Replace 3 Mountains and 5 Plains and 2 Rugged Prairie with 4 Arid Mesa and 4 Flooded Strand and 2 Sacred Foundry. Perhaps even add more fetchlands. This will allow the deck to get 2 basic plains consistently to cast spells through Blood Moon but without risking flooding on plains, making Anger of the Gods and kiki-jiki easier to cast. After upgrading the mana, consider Leyline of Sanctity. It's super good against burn, and good enough against storm and KCI.

An alternative sideboard is listed in the maybeboard. It's better vs Control and probably Storm, but it's worse vs Burn and the graveyard decks. My thinking is that graveyard creature decks are fantastic because of Anger of the Gods already, so Rest in Peace really only hinders Storm and KCI, except that so does Eidolon of the Great Revel, but Eidolon has the upside of being really good vs Tron, Control, and other decks too. The big loss is vs Burn, where Blessed Alliance is fantastic.
