Built out my Scars of Mirrodin standard deck when it rotated, I've always liked UW Blink. Isperia ended up as the EDH general because there was no blink-themed commander in those colors til then. Lavinia the Tenth came out in Dragon's Maze as a general you want to blink but by then I had gotten used to Isperia winning with Flying commander damage that discourages people from attacking you already.

Lately I feel like for a UW deck, it runs too few lands, I always try to skimp on land count when a blue deck has decent draw power, but perhaps I should have a decent land count in general and use the decent draw power to find cards to play instead of vice versa. Isperia gets expensive to cast very fast. Either way, finding a steady source of lands is very good for this deck to maintain power.

I've been trying to figure out whether Kederekt Leviathan is worth blinking but probably not.
