UW Favorable Winds with Oketra's Monument.

This is pretty much a blend between a Favorable Winds deck and Oketra's Monument deck. Every creature has flying, so they'll benefit from Favorable Winds. The tokens created with Legion's Landing, Angel of Invention, Oketra's Monument, and Cartouche of Solidarity are good enough for going wide on their own, but if you can drop an Aven Wind Guide, they'll all gain flying and vigilance and grab +1/+1 from Favorable Winds. This could quickly turn a bunch of simple 1/1's into a dangerous fleet of flying tokens.

If you have trouble pulling the pieces you need to stabilize, Opt and Chart a Course can help you dig for them.

Cast Out and Dusk / Dawn are the mainboard removal we have with more in the sideboard if the match should require it. If you really need to go all out against more aggro decks, Authority of the Consuls can be brought in to slow them way the hell down.Negate, Essence Scatter, Desert's Hold and Ixalan's Binding can also come in if you really need to lock down stuff in one way or another.

The sideboard might go a little overboard with the various control elements, but I just wanted to include a lot of options. The mainboard strategy should work fairly well, but you definitely need stuff in the sideboard to deal with bigger threats like The Scarab God or Hazoret the Fervent.
