I have seen a lot of Arahbo decks just be a bunch of cats stuck together to make it work. I decided I would attempt to make an actual working cat deck that's really fun (because why wouldn't cats be fun to play) and sort of competitive. It's without a budget, but if you really don't want to use too much money than remove Mana Vault, Teferi's Protection, Urza's Incubator and other similiar 20-30 dollar cards. But just taking out those 3 decreases the price by about a solid 60-70 bucks (prices may change). The deck itself is very aggressive and is best for 1v1 Commander. It has a few late-game finishers too, and an awesome tutor Uncage the Menagerie, because you have so many cats which have the same CMC (converted mana cost). You usually want to aim for 3-4 CMC because then you hit the most and some of the best cats.
