This deck could but shouldn't be called legacy. It is extremely budget for a legacy deck. However the deck consistently wins turn 3-4. Basically, mulligan until you have Fluctuator or 5 cards, hopefully the former. Then, play it turn 2 if you have an Island or Blasted Landscape or turn 3 otherwise. Cycle for free until you find Laboratory Maniac, play it, win.

If your opponent has removal or a counter spell for the maniac, you can get it back with Unearth. All of the cycling cards are ok to cast if say your Fluctuator gets removed.
