This idea came to me while I was trying to think of a budget control deck that can even regain its life after being bombarded at the beginning of the game. This deck mostly relies off two key cards. These are Kambal, Consul of Allocation and Authority of the Consuls. Using these cards your opponents creatures will first enter tapped making them a turn slower on blocking or attacking if they had haste, and second make playing non-creature spells a harder decision to make.
