Basic idea is a UG Flash deck with a focus on stalling out the board using bounce, fog effects and counterspells. It acts as a Mill deck, but with a massive bonus - you don't have to have milling cards!

The goal of this deck is to have one or more Sphinx's Tutelage grinding out the opponent, then kill with a Fascination or two - not Milling them, but instead set on drawing cards. Each Sphinx's Tutelage makes them mill 2 for every card you draw (at least), plus they must draw a card as well. A single Tutelage will mill at least 30 cards on a Fascination set to 10. Multiple Tutelages means multiple triggers for each card you draw, and each time they scour 2, the chance that it multiplies gets larger. As an added bonus, if the first Fascinate didn't kill them, you should have found a second one to finish the job.

Monastery Siege is a switch hitter, acting as search & additional Tutelage triggers on one hand, or "Shield's up" on the other. Emphasis is on stalling while you ramp into a massive Fascination.

Why no Grindclock/Dreadwaters/ Day's Undoing/Dictate of Kruphix?

Actual mill Dead cards for the other half of the game. Sphinx's Tutelage negates the need for such cards. While Day's Undoing will be very splashy, having your opponenet shuffle their graveyard away is exceedingly not helpful. It's the equivalent of "Target opponent gains 15 life" in a RDW deck. No Bueno. The Dictate is a boon for the deck, but it also is a boon for the opponent. Relying on Fascination allows you to decide when your opponent gets extra cards.

Focusing on this as a budget deck, great ideas are always enjoyed.
