Yes the deck rotates out of standard at the end of September 2015, but it is quite a strong deck for minimal investment.
The strategy of this deck is pretty straight forward. Get a few creatures out with hardened scales on the battlefield and start targeting creatures to make then grow at ridiculous rates. Dromoka's Command is just a ridiculous card with such versatility, it can trigger 2 separate heroic abilities (each spell can only trigger 1 heroic ability per creature so even if you target the same creature twice with one spell it only triggers heroic once, but if you split targets for the 2 options of the spell then it triggers 2 heroic abilities). Warroirs' Lesson is an excellent double target spell for a one drop that gives the possibility of drawing two cards. Couple Warriors' Lesson with Gods Willing and you are basically guaranteed to draw cards while pumping creatures. Defiant strike is also in as a targeting draw card, but is normally the card that gets side-boarded out. Tuskguard Captain is a sideboard for token generating decks, and if he comes into the deck then one plains comes out for a forest. Addition to the sideboard would be valorous stance if you had it or have the money to get it.

Optimal Play:Turn 1- plains, favored hoplite
Turn 2- forest, hardened scales, launch the fleet and attack for 4 with favored hoplite (3) and the soldier token (1)
Turn 3- plains, phalanx leader, warriors' lesson (target phalanx and favored) attack for 10 with soldier (3) and favored hoplite (7)
Turn 4- plains, dromoka's command (phalanx for +1/1 and favored to fight creature), gods' willing (favored hoplite), warriors lesson (phalanx and favored) and attack for 27 with phalanx (9), soldier (7), and favored hoplite (13 with pro color)
