Continuing on my quest to give old legendary creatures a janky new life in EDH. I have already dabbled in mono blue aura's before with a mid range deck: rayne-academy-chancellor-blue-enchantress but Hakim is older and more restrictive which leads to weirder interactions. This is my first untested draft.
