Notice:
Triton Shorethief
currently takes the place of Arbiter of the Ideal:

4UU
Creature- Sphinx
Flying
Inspired- When Arbiter of the Ideal becomes untapped, reveal the top card of your library. If it's an artifact, creature, or land card, you may put it on the battle field with a manifestation counter. The permanent is an enchantment in addition to other types.
4/5
Vizzerdrix
currently takes the place of Tromokratis.

5UU
Legendary Creature- Kraken
Tromokratis has hexproof unless it's attacking or blocking.
Tromokratis can't be blocked unless all creatures defending player controls block it.
8/8
Infest
holds the place of Drown in Sorrow:

1BB
Sorcery
All creatures get -2/-2 until end of turn. Scry 1.
Deck Strategy:
The idea of this deck is to use scry power to look for a Tromokratis and get it out with an Arbiter of the Ideal.
Pain Seer
is here to look through the library faster and scrying makes sure I only hit lands with it. Before then, I need to stall with Drown in Sorrow and
Shrivel
.
Card Breakdown:
Main Deck
Aqueous Form
: When enchanting
Pain Seer
, it eliminates risk of
Pain Seer
dying and also scrys. However, it hasn't done well in playtests.
Dissolve: Counters any spell and scrys. A pretty solid inclusion.
Hero's Downfall: Something needs to kill those pesky planeswalkers and Hero's Downfall got the job. Can also kill creatures.
Hidden Strings: Untaps inspired cards and ramps up to a Tromokrasis. Not particularly good, but not bad.
Infest
/ Drown in Sorrow: Wipes all the early creatures AND scrys for finishers.
Pain Seer
: Draws through the deck and scrying allows it to hit a land almost every time, nullifying the drawback.
Springleaf Drum
: Good for getting double black or blue, and allows me to tap
Pain Seer
without attacking.
Triton Shorethief
/ Arbiter of the Ideal: Fits along with the theme, swings for 4, and cheats out Tromokrasis.
Vizzerdrix
/ Tromokrasis: The main finisher. The same practical mana cost as AEtherling and also has "hexproof". Swings for 8 basically every turn after it comes out.
Voyage's End: Stalls and scrys.
Sideboard
Doomblade: Good, hard, spot removal.
Pithing Needle: For those annoying combo decks or planeswalkers.
Shrivel
: The bane of agro.
Supreme Verdict: More board wipers after Drown in Sorrow, and I can cast it with
Springleaf Drum
or Temple of Silence.
Syncopate: Counts many spells for 1U if the opponent doesn't leave a mana open.
