Here is a super budget build for Horobi, Death's Wail. All the cards are under $1 or close to it so you might be able to find the more expensive cards for cheaper.

My goal is to control boards enough to eventually swing with one of the big bruiser's in the deck (Colossus of Akros, Mortivore, Manor Gargoyle ) equiped with a hexproofing equipment or a Drain Life effect. There are a total of 9 equipment that grant shroud/hexproof. Neurok Stealthsuit is blue (technically) and Ring of Evos Isle wants your creatures to be blue, so it is out. Cloak and Dagger is wants Rogues and this deck only has one, so it's out. Also Mask of Avacyn does not grant evasion, Champion's Helm, General's Kabuto, and Lightning Greaves cost too much so they are out. That leaves Swiftfoot Boots and Whispersilk Cloak. Both could technically be removed as well.

Indestrucible, Pro. Black and Hexproofed creatures, Artifacts, Planeswalkers, and Enchantments would be a problem if it not for Glaring Spotlight, Scour from Existence, Scuttlemutt, Sudden Spoiling, Mutilate, Oblivion Strike , Unstable Obelisk/ Universal Solvent , Liquimetal Coating + Xenic Poltergeist , and Silence the Believers . (Update) Added Final Reward to this list.

If you are careful with your plays, people will avoid attacking you because they will want to use Horobi's ability against your opponents. For this reason I did not include cards like Shadow Alley Denizen and Orc Sureshot as their triggered abilities are not optional. I did not include Triskelion , which while it is under $1, might be seen immediately as a threat.

Consume Spirit is functionally identical to Drain Life and similar to Exsanguinate (better) and Soul Burn (which is worse).

Unfortunately there are a few key cards that I would add that do not fit the confines of under a dollar that should really be added. Any of the cards in the Maybe Board would be welcome additions to this deck, and there are many others. However the cards I would add are as follows:

• Arcane Lighthouse: w/o the lighthouse there will be no way for you to target creatures with shroud and it gives you another mana source. Use in place of a Swamp.
• Erratic Portal: when Horobi isn't out, this protects your own creatures. Use in place of Tooth of Chiss-Goria or Scale of Chiss-Goria .
• Black Market: extra mana is always good. Replace Magus of the Coffers .
• Cauldron of Souls: a repeatable Touch of Darkness . If Horobi is out, the creatures do not come back. When he is not, you can protect your own board. I would replace Dauthi Trapper for this.
• Exsanguinate while not repeatable is a bit nicer than Sangromancer (or another creature of your choice).
• Stuffy Doll will always be a better Creepy Doll in this deck, especially when paired with Acorn Catapult.
• Other Non-basics: Cabal Coffers or Nykthos, Shrine to Nyx + Urborg, Tomb of Yawgmoth + Deserted Temple = lots of mana for Drain Life spells. Urborg and Tower of the Magistrate add mana or ping creatures. Thespian's Stage and Vesuva allow you to do it again.

Everything in the Maybe List are cards Horobi would love to see played with him, however all of them are over $1.

As of 15 May 2017, this above deck list can be had on TCGPlayer for just under $32.00. However, you may have to spend more due to the the one dollar minimum requirement of the site.
