Get Azor's Elocutors out and use Lighthouse Chronologist, Time Warp, and Temporal Mastery for extra turns to increase the filibuster counters. Also, proliferate those counters with Thrummingbird, Steady Progress, or Tezzeret's Gambit to win the game once you get 5 filibuster counters.

Protect your Elocutors with Spellskite, Remand, and Cryptic Command.

Snapcaster Mage is useful with Serum Visions early game to draw and scry cards, or throughout the game to recast your bounce or proliferate spells.

I mainly designed this for Modern on Untap.in, so I'm not worried about card cost... in real life I probably wouldn't build this deck due to the cost of Snapcaster Mage.
