Make all the panharmonicons you can, and use them to your advantage to make your enter the battlefield effects multiple over and over. Use God-Pharaoh's Gift and Back from the Brink to get back all your used creatures, and use conjurer's closet and ghostly flicker to flicker your living ones. You don't need Locust God as your commander necessarily, and you could probably play this in w/u/r if you wanted, but the main idea is to use all the ways you can to make as many panharmonicons as possible and then etb a lot.
