Blue is something of a tricksy one in the basics matter cycle. Charix, the Raging Isle is the only mono-blue commander which explicitly benefits from having islands, but you'll need to be careful with the exact number you've got in play.

It's a reasonably standard voltron deck but there is a 4-card commander 1-shot with Slagwurm Armor, Merfolk Thaumaturgist and Tetsuko Umezawa, Fugitive when on two lands (Gush is how).
