My group of friends made a challenge for each of us to be assigned a random commander and build a deck around it with no dollar limit. Luckily, I already had a mono blue deck. Essentially this would be my Talrand deck without a dollar limit so consider him a good alternate commander for this deck. This deck just ends up really being a collection of all the best blue cards.
