Some people really want to watch the world burn, and this deck really emphasizes their true intentions!
This deck uses instant burn spells to slowly but surely chip away at the opponents life. Your basic direct burn spells are there: Lightning Strike for 3 damage to player or creature, Boros Charm for 4 direct damage or Double Strike if you get the chance, Skullcrack to prevent life gain, Warleader's Helix for a little life gain as well, Searing Blood for creature control, and Magma Jet for the Scry.
The other instants are to make sure that you live long enough to burn your opponent to the ground.
Silence is a great one drop that totally cripples your opponent either on your turn or theirs. Hold at Bay is a two to cast that prevents the next 7 damage which is very useful against aggro decks.
On to the creatures.
Chandra's Phoenix is your undying little pecker on the field, as it comes back every time you burn your opponent.
Flame-Wreathed Phoenix threatens your opponents by either a potential 5 damage or an undying 3/3 with haste
Finally, Spark Trooper is the spark that ignites your flame, 6 damage with trample and life line, and if you have an extra Boros Charm with you, a double strike turns it deadly.

Chandra the Pyromaster is to make sure that you filter through your deck faster, you don't use it's +1 ability as much as it's 0 ability, as you'll be playing top deck most of the time.

Sideboard
Blind Obedience is really good, this is for those not so small Haste creatures that can really annoy you, with a little bonus in the form of extort.
Anger of the Gods is for those groups of small creatures, again for aggro
Chained to the Rocks makes sure that those big ass creatures you just can't seem to burn down are exiled permanently
Wild Ricochet is a very versatile card, it can be used to bounce back a burn or even counter a counter spell (when used properly)

I'm also reconsidering Scouring Sands for populate decks and Satyr Firedancer because it essentially doubles the effectiveness of all of your burn spells.
