I've been working on completing this. I had an idea of what I wanted but didn't have the card supply. This is a Mill deck on a budget with a bit of character.

This deck has a handful of ways to come out victorious:
1 / Mill. Obviously.
- - A few combinations include: (i) Cipher Paranoid Delusions or Whispering Madness with Invisible Stalker or with any creature that has been given flying or has become unblockable. (ii) Undercity Informer + Mortus Strider = Unlimited Sacrifice.

2 / Rogue's Passage with heavy creatures. (Aberration or Wight)

3 / Mill the hell out of your opponent, enlarging your Consuming Aberration or Wight of Precinct Six and enchant either of them with a Gift of Orzhova.

4 / Mill to enlarge the Consuming Aberration or Wight of Precinct Six (i.e. now at this point, you could also Clone either or) and enchant them with Dying Wish finishing your own creature off with Victim of Night or a sacrifice from Undercity Informer.

and everything else basically just keeps everything else alive
