This is a deck centered around milling yourself to have cards like Psychic Spiral be the most effective. This this isn't working or your opponent catches on, this can easily switch gears into a regular mill deck. The idea here is to use cards like Chronic Flooding on your own lands to fill up your graveyard, while using cards like Hover Barrier, Azorius Arrester, Cancel, and Martial Law to keep your opponent at bay while you set yourself up. Inaction Injunction, Thought Scour, and Crippling Chill also help with both controlling your opponent and filling your graveyard while giving you the draw power to get as close as you can to Duskmantle Guildmage and Psychic Spiral. Just to be safe, don't start excessively milling yourself until you have a Psychic Spiral and/or Duskmantle Guildmage in hand, maybe two if you're up against another blue player (not many counterspells in here, unfortunately). Once you have the ieces, you want to finish the game as soon as possible: you'll want 8 mana open to cast Psychic Sprial and activate Duskmantle's first ability at the same time (maybe 10 if you want to summon Duskmantle then do that in the same turn, or 11 if you want to keep mana open for a Psychic Strike or Cancel in case they try to counter)Of course, if you're in danger, but you don't have Duskmantle Guildmage, feel free to use the Psychic Spiral to save yourself, or vice versa if you have say, Mind Sculpt in hand and you can activate Duskmantle's first ability.

Comments appreciated, especially on the sideboard. the sideboard consists of switching to milling the opponent instead of yourself if it's not working out for you, mainly through ETB effects and flicker effects.
