Mill your opponent into oblivion, quite literally in fact. Their cards aren't just going to the graveyard, they're being exiled. On top of it, the cards being "milled" are of your choosing, straight out of their deck!

Having no max hand size is crucial for this deck to work and Reliquary Tower is by far the most useful "no max hand size" card for this deck.

Silent Arbiter, Meishin, the Mind Cage, and Fog Bank will keep you safe while you ramp with Silver Myr, Leaden Myr, and Caged Sun.

Then pull your combo out with Diabolic Tutor (how I wish these were Demonic Tutor but I don't have that kind of money) and begin the milling!

With Echo Mage + Neverending Torment + Paradox Haze you can mill 4x your hand size every turn you take. Howling Mine only accelerates this process. Twincast is also in there just in case your magus dies/gets countered. Oh, and once your combo gets going, you won't be needing that mana for casting spells, so why not drop some of it into your Mind's Eye to get even more cards!

Howling Mine + Skullcage is your only damage win condition, but it gets real funny real fast if your opponents start taking 8 damage every turn because they can't keep their hand at 3-4.

And finally, Etherium Sculptor lets you drop your early game artifacts for much cheaper, making the deck that much more efficient.
