It's a mono blue deck using Inalla as the commander because why not? Her Eminence ability triggers regardless and you can still pay for it. I did include a few lands that can pay for her that (hopefully) don't slow the deck down too much. It uses the Deadeye Navigator + Palinchron combo for infinite mana to infinitely blink Pondering Mage or Champion of Wits to draw the whole deck and use Thassa's Oracle, Jace, Wielded of Mystery, or Laboratory Maniac to win the game. There are some copy spells for similar purposes. Panharmonicon and Naban help in the fun, too.

For those of you that don't like Cyclonic Rift, Inundate can be played in its place.
