This is a legacy deck I have to play with some friends. I'd like to improve it somehow as it can't really win much, but I'd like to maintain some things:

-It should be blue mostly(wouldn't mind some white,red or black)

-It should have Arcanis the Omnipotent in it(It's my favourite card :P)

-It should be as annoying as possible(counterspells, unsummons, mind controls, scrying, anything that will make my friends want to punch me)

-If I am to have to buy some cards, they should be quite cheap ones, I was considering getting a Guile and one of the spirits from Kamigawa which gives all blue creatures the ability "Counter the first spell cast on this creature every round" and play around that.

-If I can annoy my opponent for 25-30 rounds and lose, I don't mind :P
