This is a Combo-Stax deck using Ghostly Flicker + Naru Meha, Master Wizard
with
High Tide
and Stax packages, designed to win at instant-speed at any time your opponents' counter defenses are down or on the stack in response to a winning play from an opponent.
The Stax package is built to take advantage of a non-reliance on mana rocks and other activated abilities of artifacts and creatures, so we can run the awesome
Null Rod
and
Cursed Totem
, along with tap-to-deactivate effects like
Storage Matrix
and
Static Orb
that further punish rocks + dorks.
High Tide
,
Reset

Frantic Search
and cost-reducers like
Sapphire Medallion
and
Battlefield Thaumaturge
let you combo off unexpectedly with less than 7 untapped mana.
Ghostly Flicker + Naru Meha, Master Wizard
is the primary combo, which generates infinite blue mana by copying Flicker, tapping an island, flickering the island and Naru (the island re-enters untapped), using Naru's re-entry ETB to copy Ghostly Flicker, and repeating. Infinite blue mana and flickering of any artifact, land or creature lets us do a number of things:

to draw your deck, then with your other dig spells like
Whispers of the Muse
you can repeatedly re-draw it and re-cast it to force your opponents to draw to death. This is the primary win condition, which happens at instant speed.

With
Sage of Fables
on the board, Naru enters (and re-enters) with a +1/+1 counter, which you can remove on every flicker using your infinite mana to draw your deck.

If you have
Sunscorched Desert
out already, flickering it kills the table.

Flickering
Venser, Shaper Savant
or using
Capsize
with unlimited mana can bounce all opponents' permanents including lands, which can be an indirect win.

After flickering for unlimited mana, allowing Naru to go to the command zone lets you re-cast her for her ETB instead, enabling infinite storm for a
Brain Freeze
win when you let each opponent untap and draw off an empty deck.

If, for some reason, Blue Sun's Zenith is exiled, you can use
Nexus of Fate
as an alternate payout for drawing your deck with unlimited mana. With
Whispers of the Muse
you can infinitely re-draw and re-cast it to generate infinite turns along with bouncing all permanents using
Venser, Shaper Savant
or
Capsize
to clear the field. At the end of your current turn, discarding your hand/deck with
Nexus of Fate
in hand triggers the reshuffle and you can attack across your unlimited turns for the win.
The Illusionist's Stratagem + Naru Meha, Master Wizard
combo will let you draw your deck, but will also require at least two blue mana free to cast
Reset
to then enough mana to re-start the combo with
Ghostly Flicker
after allowing Naru Meha to go back to the command zone from exile instead of re-entering the battlefield. Alternatively, you can use this combo at the end of an opponents turn to draw as much of your deck as you want and then untap to win on your turn. In earlier versions of this deck I had land-untappers like
Cloud of Faeries
and
Pestermite
to let Strategem generate plenty of mana as well, but I don't feel like they're worth the slots for that corner case where you decide to combo off with Strategem.
Naru Meha, Master Wizard + Release to the Wind
is another secondary combo with
Brain Freeze
. To generate infinite casts, we play Release and Naru, copying Release, target Naru with the copy and re-cast Naru on a loop. I wanted to include this as an entirely alternate line in case Ghostly Flicker was somehow removed from the deck.
Release to the Wind
has the advantage of being tutorable by the same methods as Ghostly Flicker and also has synergy with
Stasis
and the other Stax pieces to dodge their effects, and
Brain Freeze
has additional utility to burn off top of deck tutors/Doomsdays by opponents.
