Mono-U Tempo for Standard Rotation (help!)

Standard* Counterspell Mono-Blue Tempo

Yes, mono-U sucks. Blue cards that aren't multi-colored aren't good unless they are enabling another color (like extra turns or counter spells). Tempo is dead because hard removal and efficient creatures have caught up to the supposed-to-be-more-efficient playstyle of Blue Bouncing Tempo. But I love it, and trying to build a decent tempo build once things rotate. I know everything everything hasn't spoiled yet, but the with the reveal of Consider & Startle, I feel like the pieces have (kinda) come together. Please take a look and let me know what could be improved. The dream would to take this into Ranked.
