Semi-budget deck built around drawing cards to proc Niv with a bit of artifact gravy on top to make that 1 damage per card drawn hurt a bit more.

Bit more creatures than most Niv decks i saw around because i hate not having creatures on board and there are enough creatures with relevant mechanics on them.

Basic combo is Niv-Mizzet, the Firemind + Ophidian Eye / Curiosity / Tandem Lookout going infinite (even though my playgroup runs 5 times maximum house rule on infinite combos its powerfull)

secondary combos are niv + everything else that draws cards, most powerfull being whole hand discard/shuffle + draw.

then there are artifacts to suplement Nivs ability to do direct damage : Neko-Te basically doubles the damage to players and permanently taps any creature hit by Niv, Basilisk Collar and Quietus Spike to give Niv deathtouch which basically turns carddraw spells into a targeted removal. All three of them also combo with Izzet Staticaster which works wonders against token decks

Thought Vessel Library of Leng Venser's Journal Reliquary Tower for keeping the hand, which works great with cards like Whirlpool Warrior or Teferi's Puzzle Box

For planeswalkers i run Jace, Unraveler of Secrets from current set, Daretti, Scrap Savant because he provides card draw and can dig up important artifacts from the graveyard and Tamiyo, the Moon Sage for board control and carddraw on the -2
